Modern technical means for notification about emergencies using mobile communication

Rapid alert is desired way for prevent the negative effects of emergencies. The article consider the existing means for notification about emergencies using mobile communication. The article describes experience of France; this country has introduced mobile application to alert about terrorist's attacks. The same application proposed in Russia; it could work better than foreign analogues.
