Constitutional-legal basis of support of organizations of persons with disabilities in the framework contract system in the procurement of the Russian Federation

The author of the article analyzed constitutional-legal basis for granting privileges to organisations of disabled persons in the sphere of purchases of the Russian Federation. As the object of study selected provisions of the Constitution of the Russian Federation and norms of the Russian legislation, regulating public relations in the field of procurement and social support of persons with disabilities. The author came to the conclusion that the analyzed legislation in the area of procurement do not contradict the constitutional principles of equality and the prohibition of restriction of competition. Identified some problems of the balance of the legislation regulating relations in providing benefits in the area of procurement for certain categories of persons.
