Influence of challenges of modernity on the justice and the application of the concept of administration and legal transformation of the management of the protection of the constitutional system, security and welfare of Russia

In this article, the author turns to the study of the current concept of the administrative and legal transformation of the management of the protection of the constitutional order, security and well-being of Russia in terms of its legal understanding and law enforcement in the face of ever-increasing global challenges. Dwelling in detail on what these challenges represent, the author comes to the conclusion that they in their totality determine the current objective necessity of the formation of an innovative concept of administrative and legal transformation of the management of the protection of the constitutional order, the security and well-being of Russia, and even more - the qualitative transformation of legal understanding and enforcement in this structural and functional system of values of Russia and in its development. At the same time, it is proved the importance of pursuing a socially fair and cost-effective policy in the field of anti-crisis management.
