Socio-philosophical aspects of the theory of territorial self-government in Russia (from Peter the great's reforms to the era of Alexander II)

The article considers the social aspects of reforming the zemstvo self-government in Russia and philosophical reflection on this problem during the reign of Peter I to Alexander II. It is noted that the view of the Zemsky self-government has undergone significant changes at this time and each ruler has contributed to the history of Russian self-government. The three emperors played a particularly important role: Peter I, Catherine II and Alexander II. Their reforms were carried out in a difficult historical epoch of modernization of Russia, time of modernization with a desire to make in the country all on the European manner, but also, simultaneously, to hold autocracy.
