Obligations of the master of the Russian sea-going vessel: responsibility issues

In international maritime law, the master of a sea-going vessel is responsible for observing not only the law of the sea, local and international laws, but also the policy of the state and the flag state. At the same time, all persons on board, especially during the voyage, including government officials, crew, passengers and guests, are under control of the master, who has traditionally and today has a complex set of duties corresponding, on the one hand, to high status, and on the other hand, an equally high responsibility. At the same time, in terms of legal regulation, the urgency of solving problems of ensuring an optimal balance of duties and responsibilities remains.
