About some problems of the stage of instituting proceedings on an administrative offense

The article is devoted to one of the most important institutes of proceedings in the case of an administrative offense - an administrative investigation. In the course of the study, a formal logical method was used, a system analysis of the norms of Russian legislation, and comparative jurisprudence. The authors conducted an analysis of the administrative investigation as a tool for obtaining additional information necessary for the correct resolution of the case of an administrative offense, evidence of an administrative offense, involvement in its commission of certain persons, guilt of these persons in committing an offense. The need to pass this stage of the proceedings of an administrative offense is caused by the need for time-consuming procedural actions connected with the collection, study and evaluation of data on the committed offense.
