The analysis of the Soviet experience of implementing a youth policy in the field of science, technology and innovation

The article analyzes the multifaceted activities of the USSR in the system of training and reproduction of scientific personnel, including the popularization of scientific and technical knowledge among young people through cultural policy, ideology, the activities of the Komsomol organization and the system of vocational guidance. Conclusions are drawn on the creation of a multi-level system for stimulating the inflow of young people into the sphere of science, education and high technologies. The article presents the results of the research carried out at the expense of budget funds for the 2018 Government assignment of the Financial University on the topic: “Development of state incentive mechanisms for actual and priority areas of youth policy in the field of science, technology and innovation in the Russian Federation”.
