Analysis of prerequisites for the formation of regional agro-industrial clusters in Russia

The article proves that the sanctions impact on the Russian economy requires the development of agricultural production on the basis of intensive innovation, which will ensure the food security of the country, ensuring each person the possibility of a full rational food quality and safe food, as well as to realize the competitive advantages of the country in the world food markets. The author argues that in the modern conditions in the country has not yet developed a mechanism of systemic innovation development. According to the author, a comprehensive solution to the problem of innovative development of agriculture is the formation of cluster policy, both at the state and regional levels.
