To the question of formation and development of organizational and legal bases of local self-government in Russia

the article deals with the formation and development of the organizational and legal foundations of local self-government in Russia, in the context of reform. The problems of realization of the principle of separation of powers in the system of urban and local self-government of Russia in specific historical conditions are considered. Based on the analysis of documentary archival materials, legislation, the problems of large-scale spread of corruption and abuse of office of municipal employees, absenteeism of voters, as a result of the lack of statutory guarantees of remuneration of public city councils and members of city councils, underdevelopment of civil society institutions, on the example of the East Siberian region of the second half of the XIX century. Problematic issues of transformation of organizational bases of local self-government of post-Soviet Russia are defined.
