Features of formation of the revenue part of the budget of inner-city municipalities

Tsvetkova N.   ()

In the conditions of huge growth rates of urbanization in Russia, the administrative structure of municipalities is being transformed, due to the appearance of new administrative units. One of the forms of such formations is “inner-city municipalities”, which are peculiar only to large urban agglomerations or megacities that appeared in our country not so long ago. Such formations were formed only within the city of Moscow, which is a large administrative center, constantly developing, attracting people to itself, which gradually expands the borders of the capital. In these conditions, a territorial and administrative reform was carried out, which allocated these municipal units to a separate category. At the same time, the legal framework governing the inner-city municipalities is not fully developed, which makes the study of the phenomenon of inner-city municipalities more relevant and increases the importance of identifying problems in the formation of their budget revenues. The article deals with the features and main differences of inner-city municipalities from other municipalities. The problems in the legal and regulatory support of income management of these entities are identified, and the main ways to solve them are systematized.

Keywords:inner-city municipalities, budget revenues, deficit, territories, administrations, problems.
