Contracts for the provision of services for trapping and keeping stray animals in cities of the Russian Federation: costs and results

The relevance of the problem of the presence of stray animals in urban areas is confirmed by publications in the media and federal legislation, and is discussed at meetings of the municipal and regional levels. As experience and statistics show, measures to regulate the number of street animals, financed mainly from the state budget, do not lead to a solution to the problem. The article analyzes the contracts for the provision of services for trapping and keeping stray animals in a number of Russian cities, draws conclusions about the degree of effectiveness and justification of the costs of the measures taken, and the reasons for the unsatisfactory results.
