Legal regulations in the waste management system

The article deals with regulatory issues in the system of solid (municipal) waste management. The main attention is paid to the problem of ambiguity in the interpretation of the legal regime of waste in the federal laws of the Russian Federation, as well as the procedure for transferring the right to store and dispose of waste between the owner and the operator. To implement the legislation, the main decisions on the creation of a federal waste management scheme are considered.
