The article is devoted to the problem of organizational development. The approach called “smart management” is considered. It is based on the fact that only ulti-rational systems can develop. Modern management should consider organization as a social multi-rational system. Development in such a system is provided by the approaches based on the democratization of decision-making process, the accumulation of knowledge and the increasing organizational loyalty. The basic conditions for that are participative organizational structure, knowledge management system and the corporate culture based on confidence and respect.
