Problems of legal regulation of responsible treatment of animals, meeting the requirements of humanity

The article is devoted to the consideration of the key problems of legal regulation of the responsible treatment of animals that meet the requirements of humanity. The concept and types of animals are investigated depending on the purposes of their use by humans, general issues of ensuring humane treatment of them are identified, taking into account the innovations of the Federal Law No. 498-FZ "On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation." Particular attention is paid to the regulation of the use of animals for cultural and entertainment purposes in the framework of compliance with the principle of humane treatment. The study highlights the current legal and social aspects of the exploitation of animals for entertainment purposes associated with contact zoos, circuses and dolphinariums. A conclusion is made about the need to address the issues under study in a special comprehensive federal law, which, in order to implement the policy of humanism, should cover all objects of the animal world, including issues of their maintenance, use and protection.
