Improving antimonopoly regulation in the context of digital economy development: world practice and Russian experience

Digitalization has rapidly covered all spheres of economic activity and has become a new round of global development. The transformation of antimonopoly regulation and the adoption of appropriate measures to control digital platforms is particularly important at the moment. The international experience of antimonopoly practices and advanced Russian cases of regulation of antimonopoly actions in the digital environment are investigated. The paper analyzes the key problems faced by the business community in controlling the activities of digital giants, including: understanding the essence of the digital platform and choosing key criteria for analyzing violations of antimonopoly legislation; abuse of a dominant position in the digital environment; merging digital platforms; collection of personal data and their confidentiality; international scale of work on the control of digital giants. A set of recommendations for solving the above-mentioned problems and improving the antimonopoly regulation of digital platforms based on the introduction of an antimonopoly compliance system is proposed.
