TOOLS FOR PROJECT MANAGEMENT OF SCIENTIFIC INNOVATION ACTIVITIES OF NATIONAL RESEARCH UNIVERSITIES

This article is devoted to the development of project management tools for scientific innovation activities of national research universities. Within the framework of this goal, the following tasks were solved: - the innovative activity of universities is evaluated and their rating of inventive activity is presented; - the characteristic features of national research universities are reflected; - a system of information support for the formation of project groups for participation in scientific innovation activities at national research universities has been developed; - qualitative and quantitative indicators have been formed, which are taken into account when selecting members of the project team to apply for participation in the competition and the implementation of a scientific innovation project; - the method of forming project groups is presented, established in accordance with the qualitative and quantitative criteria of competitions of scientific and technical programs and grants, aimed at creating a structure of scientific innovation activities in national research universities; - the sequence of determining the effectiveness of project teams at national research universities has been determined. The methodological basis of the research consisted of the following methods: dialectical, scientific cognition and private scientific (analysis, synthesis, comparison, logical and system-structural analysis, formalization, analysis of regulatory documents), modeling. The object of the study is educational institutions – national research universities, and the subject is the tools of project management of scientific innovation activities of universities.
