CLUSTERS IN THE AGRO-INDUSTRIAL COMPLEX OF RUSSIA: PROBLEMS AND PROSPECTS OF DEVELOPMENT

In recent years, a new form of cooperation of economic entities has been implemented in Russia's industrial policy – the cluster approach, which makes it possible to increase the efficiency of the companies participating in the cluster. The cluster approach is quite relevant in the Russian agro-industrial complex, which is due to the need to support agricultural producers as part of the implementation of import substitution programs, the development of innovations and increasing the competitiveness of Russian products on the world market in modern economic conditions. The article presents the points of view on the interpretation of the concept of "agro-industrial cluster", the features of the application of the cluster approach in the agro-industrial complex of Russia, as well as existing problems in this area. Based on the results of the study, the directions of development of Russian agro-industrial clusters and ways to solve the identified problems in modern conditions are proposed. This will be facilitated by the development of regulatory regulation in the field of specifying the concept and structure of agro-industrial clusters, their specific features, as well as the development of special measures of state support and their consolidation at the legislative level. At the same time, existing clusters in the agro-industrial complex should use all sources of support from the state and the public within the established Support Centers, Cluster Associations, the Russian Cluster Observatory, as well as the measures of state support proposed to date.
