DUAL-USE CLUSTER: FEATURES OF IMPLEMENTATION IN RUSSIA

In recent years, the Russian defense industry, as the basis of the country's security, has entered a new path of development, the main goal of which was the diversification of enterprises of the military-industrial complex as a source of import substitution and ensuring the implementation of national projects while maintaining state orders. The most effective mechanism for implementing these goals has become a new form of cooperation – a dual-use cluster. The article considers the concept of a cluster as a special form of cooperation, their advantages for the economy. The prerequisites for the formation of dual-use clusters in the military-industrial complex of Russia, the mechanism for the creation and development of dual-use clusters, the consequences of its creation for the economy of the region and the business community are characterized. According to the results of the study, the features of the dual-use cluster were identified, which include: territorial isolation, production goals (production of high-tech civilian and dual-use products), innovative orientation, operational switching between diversification and mobilization modes, the presence of a leader-a defense industry enterprise). The use of dual-use cluster mechanisms has a positive impact on the regional economy, as it stimulates the development of industry, creates jobs, which contributes to the growth of the gross regional product. At the same time, new industrial investment platforms are being created based on the principles of public-private partnership; new enterprises in the field of civil production.
