EXAMINING THE QUALITATIVE DEVELOPMENT OF SNOW AND ICE ECONOMY IN HEILONGJIANG FROM THE PERSPECTIVE OF CHINESE MODERNISATION

The article explores the prospects of qualitative development of snow and ice economy in Heilongjiang Province from the perspective of Chinese modernisation. Based on the analysis of economic indicators for 2015-2023 and relevant scientific research, the key problems of the industry are identified: structural dependence on traditional sectors, seasonal unevenness of tourist flow, shortage of qualified personnel and institutional barriers. A set of measures is proposed, including the development of public-private partnerships, diversification of tourism products, creation of educational clusters, introduction of ‘green’ financial infrastructure and strengthening international cooperation. Special attention is paid to the digital transformation of the industry in line with the national strategies of ‘Double Circulation’ and ‘Made in China 2025’. The results of the study demonstrate the potential of winter tourism as a driver of regional development and a tool for implementing the concept of ‘ecological civilisation’.
