FEATURES OF HUMAN CAPITAL DEVELOPMENT IN THE CONDITIONS OF DIGITAL INEQUALITY

Digitalization has an impact on all areas of economic development, including determining the dynamics and directions of development of human capital, the role of which in the economy increases as the importance of innovation grows. Digital inequality appears to be an obstacle in the process of human capital development. An analysis of the relationship between the level of human capital development and digitalization of the economy in 129 countries around the world was conducted to identify the most general patterns in this area. The analysis revealed that the impact of digitalization on human capital development increases with significant penetration of digital technologies into the economy, while non-digital factors have a greater impact on human capital in underdeveloped economies. The author notes that further digital transformation of the economy does not cause a significant increase in the quality of human capital with significant digital development, despite the indicated dependence. It was revealed that the activities of the state, first of all, effective social policy, are the basis that creates conditions for the development of human capital in the context of digital inequality.
