HUMAN CAPITAL AND THE FACTORS INFLUENCING ITS DEVELOPMENT: THE THEORETICAL ASPECT

As you know, one of the main objectives of the socio-economic policy pur-sued in our country in the modern period is to direct the results of the achieved economic growth towards social development. Macroeconomic stability and sustainable development of the real sector of the economy, achieved as a result of economic policy, have created objective prerequisites for solving social problems of society. In fact, the main goal of development is to expand human opportuni-ties, enrich both the material and spiritual life of the people, which is their true wealth. It is thanks to this that people live full, valuable and creative lives. At the same time, a person is considered as both a recipient of the ben-efits of development and a driving force of progress and change. This pro-cess should be based on the equal participation of all spheres and their equal opportunities. This approach to development — human—centered devel-opment - has been the central concept of the Human Development Report since 1990.
