the article deals with methodological issues on the formation of the morphological structure of the transport network at the stages of planning and reconfiguration in the framework of management tasks. Substantiates coherent communication network as an information transport medium. The solution of the problem consists in determining the rational mapping of the set of interrelated functions performed by the TRSS, the set of interconnected communication nodes with the technical means used for them, taking into account the costs of the creation, development and operation of the system, ensuring the requirements for the efficiency of management and sustainability of operation.
