The paper studies the current problems of training highly qualified personnel who are able to adapt to any changes and integrate into the development of the region's economy from the moment they enter the workplace. The possibility of solving this problem by universities is considered, subject to the constant restructuring of educational programs, taking into account a whole range of limitations, which can be provided by the creation of a digital twin of the educational process for predictive management of the formation of educational programs of "tomorrow".
