Waqf for the weakest members of society in the history of Islam and the degree of its use in our time

Abderrahman binMaammar Senusi  (Doctor of Islamic Sciences, Associate Professor, Algerian State University)

The Waqf in Islam, along with the public and private sectors, is the third sector in the public system and is in partnership. At various historical stages of development, Muslims demonstrated the status of Waqf from the practical side, namely, they donated money and private property for the development of the public good. At the same time, Waqf played a huge role for socially vulnerable members of society and vulnerable groups, such as the sick, the disabled and the very poor. It is for these sectors of society that waqfs have been created in Islamic society in the form of: hospitals and health care homes; social institutions that provide food for the poor, the poor and the needy and provide the necessary level of knowledge to orphans and children from poor families who can not afford other more qualified and expensive education for their children. This article considers the possibility of using the experience of Waqf in Islamic history in the development of charitable activities in the field of health and social security. In particular, the relevance of this study is explained by the fact that the modern state bears a significant burden of social security and public services. At the same time, we note that the transfer of the entire range of medical and social services to private hands will generate monopolization and greed.

Keywords:Waqf, disadvantaged members of society, charities, the Islamic community, the burden of social security.
