Skopa V. A.  (Doctor of Historical Sciences, Professor, Corresponding Member of the Russian Academy of Natural Sciences, Head of the Department of Philosophy and Cultural Studies Altai State Pedagogical University (Barnaul) )

The article analyzes the postulates of K. Popper, laid down in the work “Open Society and its Enemies”. Karl Popper, the most famous philosopher of science, entered the history of the twentieth century. At the same time and as one of the bright defenders of the ideal of political freedom. Popper K. was an ardent opponent of the idea of managing the historical process and the idea of its meaningfulness, which implies the unequatability of people in history and the dependence of social development on the efforts of a highly gifted and well -educated elite. Popper believed that the problem of getting rid of his leaders was laid down in the very nature of the government and that this is a utopian fantasy - to think that we can solve this problem, forcing the “best” to do this work. Popper gave an explanation that the reign of the majority is an institutional mechanism that can be useful to avoid tyranny and dictatorship. But he also feared that he could very easily turn into the tyranny of the majority.

Keywords:social philosophy, K. Popper, public institutions, rationalism, individualism.
