THE POLITICAL STRUCTURE OF THE HISTORICAL PAST OF THE BURYATS

In modern Russia, there are politicians and even scientists who consider Lenin's project for the development of Russia to be far-fetched and artificial. They believe that Lenin's granting of territory to the peoples of Russia was merely a gesture of goodwill. Instead, they turn their attention to the Western experience of building federal states based on the recognition of only one principle - administrative-territorial division - without granting their peoples the right to self-determination, believing that this approach ensures the integrity and stability of the state. Meanwhile, as their own experience of building a state show, the problem of separatism is more acute in their countries than in Russia. This means that to solve the problem of separatism, it is necessary not only to pay attention to these principles, but also to constantly expand the powers of the regions, i.e., to pursue a policy of decentralization. However, as historical experience shows, a policy of decentralization is almost impossible in the face of increasing external threats.
