The relevance of the research is due to the growing interest in voluntary socio-social scoring as a tool for managing social behavior in the context of digitalization. Despite its potential to increase the effectiveness of public services and citizen engagement, issues of ethics, transparency, and adaptation of foreign models to national contexts remain unresolved.
The purpose of the work is to identify the features, advantages and risks of implementing social scoring in Russia and abroad.
The methodology includes a comparative analysis of cases (China, the EU, the Russian Federation), a review of regulatory documents and expert assessments.
As the results of the study show, foreign experience emphasizes technological innovations. However, it subsequently faces criticism for violating privacy, whereas in the Russian Federation such practices are fragmented and require institutional support.
Based on the analysis, recommendations on the ethical and legal adaptation of scoring systems are proposed.
