this retrospective study identifies some key trends that served as a starting point for the implementation of the fundamental ideals of human and civil rights, freedoms and legitimate interests in the Russian Federation and the Republic of Kazakhstan. The study is conducted in a theoretical and historical vein, It has a public legal character, touching upon the unique departmental specifics of law enforcement agencies aimed at protecting the life, health, rights and freedoms of citizens. In addition, recommendations are given for optimizing and increasing the effectiveness of individual areas in this area, implying further comprehensive scientific research understanding of this issue.
