The article provides a comprehensive study of the transformation of the functions of personnel services of federal and regional authorities in the context of the institutionalization of mentoring in the state civil service. The relevance of the study is due to the transition from fragmented adaptation practices to systematic programs for the development of human resources, enshrined in the Civil Service Development Strategy for 2022–2030. and the national project “Personnel”. The goal of the work is to systematize the role of personnel departments at key stages of the life cycle of mentoring programs: design, monitoring and performance evaluation, as well as to develop scientifically based mechanisms for optimizing their activities. The work uses methods of system analysis, regulatory modeling, comparative studies and expert assessments. The results demonstrate the need for HR services to evolve from administrative and distribution functions to a talent management think tank role. The feasibility of introducing digital monitoring platforms, developing validated performance assessment metrics and integrating mentoring into a single digital ecosystem of the civil service is substantiated.
