Investments in culture are investments in the "human capital"

The article based on the materials of the Arkhangelsk region considers the peculiarities of implementation of the state cultural policy in one of the regions of the Russian Federation. To the author’s opinion the cultural strategy in the 21st century assumes the creation of the cultural environment which is harmoniously connecting the self-expression of the creative personality, human needs and the social development of the region
