The history of the theses of report of senator K.K. Palen of turkestan revision: from draft paper to the discussion of the council of ministers

The paper discusses the development of ideas about the future reorganization of the Russian Turkestan with Senator K.K. Palen from the end of the audit carried out under his leadership until the consultation of the Council of Ministers in 1911. In a brief abstract form, the submissions are contained in the “special letter” written by the senator himself to Emperor Nicholas II. Among the complex of problems of development of the region, the factors that hinder its integration into the space of the empire and ways to overcome them are mainly considered. Determining the discrepancies of the draft “note” with its official version, as well as with the provisions set forth by the senator during the discussion on the transformation of the region at a meeting in the Council of Ministers in 1911, became the main goal of the paper.
