To the 40th anniversary of the system organization of petroleum oil production on the marine shelf

This summer, 40 years ago the Council of Ministers of the USSR issued Resolution No. 720 of August 24, 1978, "On the Organization of Work on the Development of Oil and Gas Resources on the Continental Shelf of the USSR", which has become a boundary, from which the systemic organization of domestic oil extraction on the sea shelf, which went beyond the narrow limits of the Caspian shallows. The relevance of the study of this experience is that, in the current situation, the Russian state faced a similar problem of gradual exhaustion and a corresponding rise in the cost of production on land and the absence of domestic technologies and investments for exploration and production on the long Russian shelf. With the version of the solution we are currently implementing, we begin this article.
