The article based on archival sources examines the forming of the population of the Stalinsk in the 1930s. The social composition of the population and its growth dynamics are analyzed. It describes the main social problems, including the lack of housing and the underdevelopment of urban infrastructure. The conclusion is made about the high degree of marginalization of the population and the peculiarities of the most important process of adaptation of city residents to the new situation and environment.
