Implementation of the conceptual model of civil fleet personnel training in 1946–1953

This article is dedicated to the study of conceptual model for training seafarers civil fleet in 1946-1953, in connection with which analyzed the factors influencing the formation of maritime education content in the specified period. As a result of this analysis, the author stands out five critical factors of realization of the conceptual model of training seafarers civil fleet in 1946-1953 and concludes that such served: 1) need to restore ruined the national economy, including the restoration of the civilian fleet, given the devastation; 2) restructuring and reforming the education system nation-wide transformational, which had a sizeable impact on training for civilian domestic fleet; 3) optimization of the structure and content of the naval education on the various levels of command staff; 4) synthesis of existing experience in marine education and optimizing the educational process in maritime universities; 5) improvement of the quality of training of marine specialists, subject to give training and upbringing frames seafarers ideological orientation based on regulatory and Management documentation.
