Transformation of urban environment in Petrograd during the New Economic Policy period in 1921-1927

The article is estimated to transformation of urban environment in Petrograd during the New Economic Policy. Famine, civil war and chaos led to terrible conclusions. Condition of Petrograd was awful, buildings were destroyed or totally depreciated, transportation system was overloaded. Head of urban management structure was renewed with ideologically correct candidates but inside organization there still were a lot of qualified employees that left from previous times, which also led to conflicts. Due to changes happened in political and economic spheres there were new issues that needed fast and effective solutions.
