Reform of the electoral legislation of Russia in the early 2000s

The article analyzes the problem of the evolution of electoral legislation in the context of the state-legal development of Russia in the early 2000s. The article examines the historical conditions under which the Federal Law «On basic guarantees of electoral rights and the right to participate in a referendum of citizens of the Russian Federation» was developed and adopted. The article analyzes the changes made by this normative legal act to the legislation on elections. It is stated that the main purpose of these changes was the desire of the legislator to provide stronger guarantees for the implementation of citizens ' electoral rights. Objective and subjective factors that contributed to the duration of the process of making adjustments to the electoral legislation at the regional level are identified.
