THE SPECIFICS OF THE ORGANIZATION AND CONDUCT OF STATISTICAL WORK IN THE STEPPE REGION IN THE LAST THIRD OF THE 19TH - EARLY 20TH CENTURIES

The article deals with the process of organizing statistical accounting within the territorial boundaries of the steppe Kazakhstan in the last third of the 19th - early 20th century. Given the remoteness and size of the region, the need for statistical accounting was high. Conducted episodic statistical surveys did not solve the problems. The state needed a strong system of statistical institutions at the regional level as a state institution. The peculiarities of the organization of statistical work within the territorial boundaries under consideration include the late establishment of regional statistical centers, the lack of qualified personnel, the financial disadvantage that did not allow organizing and conducting statistical campaigns or attracting specialists from outside, as well as the fact that most of the population led a semi-nomadic lifestyle , and this created serious difficulties for the census or sample enumeration. The weakness of administrative statistics forced the committees to improve the forms and methods of collecting and processing statistical materials.
