NORMATIVE DOCUMENTS REGULATING THE ACTIVITIES OF PRESCHOOL EDUCATIONAL INSTITUTIONS AT THE TURN OF THE 19TH AND 20TH CENTURIES

During the period under review, in parallel with the formation and development of the socio-economic prerequisites for organized collective preschool education and education, the development of pedagogical theory and practice, there were intensive processes of law formation. In the Russian Empire, there was no systematic legal regulation in the analyzed area, the issues of regulation of private, corporate and charitable children's institutions were under the jurisdiction of the police, the Ministry of Education, as well as the founders. In the Soviet period, the processes of law formation pass into the stage of lawmaking, including the Council of People's Commissars of the RSFSR and the All-Russian Central Executive Committee. In the decisions of the All-Russian congresses on preschool education, ideological, pedagogical and organizational concepts have developed, which, however, have not yet formed the basis of the system of legal regulation, which was still carried out by scattered acts of executive authorities.
