THE «FIRST WAVE» OF ENLIGHTENED BUREAUCRACY: THE SECRET COMMITTEE

The article reviews the activity of The Private Committee members as of representers of early XIXth century's enlightened bureaucracy. Their program of reforming the Senate and of creating ministries was particularly aimed at creation of an effective bureaucratic apparatus which would allow to implement the reforms. Looking for capable state servants was difficult because of a range of factors, including the servants' conservatism, their unreadiness for change and their fear of losing employment as a result of it.
