TRANSFORMATION OF LEGAL REGULATION OF THE ORGANIZATION AND ACTIVITIES OF STATISTICAL INSTITUTIONS OF THE RUSSIAN EMPIRE IN THE 19TH CENTURY: A RETROSPECTIVE ANALYSIS

The ministerial reform of 1802 largely predetermined the functioning of the country's future statistical apparatus, since the transition to sectoral management of state institutions pushed for the regulatory design of statistical services. In this regard, the key role was assigned to the Ministry of Internal Affairs. Beginning in 1804, statistical information was presented to the ministry in the form of reports, which contained mainly digital data. In 1811, a statistical department was established under the Ministry of Internal Affairs. In the same year, regional centers received a directive that determined the directions of work. In 1819, in order to control the work being carried out, the statistical department was transferred to the office of the Ministry of Internal Affairs. Significant changes in the system of statistical institutions began in the mid-1930s. XIX century, when the needs of the state necessitated the need to begin organizing statistical work both in the form of local surveys of economic sectors and their parts, and surveys of entire provinces and regions. In 1858, the Statistical Committee was reorganized into the Central Statistical Committee, divided into two departments: zemstvo and statistical.
