the article describes the general course and features of the development of the municipal government system in Kuzbass in the early 21st century. It is determined that the reform of the municipal government system, which continued throughout the post-Soviet period, in Kuzbass was in line with the all-Russian modernization, but at each stage had its own specifics. Three stages of reform are identified and characterized: the early1990s–2002, 2003–2008, and 2009-2022. As in Russia, in Kuzbass, in the struggle between the Soviet and Western models of municipal government, a course was first taken towards the introduction of the Western model, which proved ineffective and from the second decade of the 21st century, taking into account domestic and foreign traditions, the creation of a model of municipal government that meets the requirements of modern Russian society and the state began. It is concluded that serious legislative preparations are underway for a new stage of municipal government modernization with the transition to a single-level model and the strengthening of the municipal level in the unified system of public authority in the Russian Federation.
