This article describes the reorganization of Mongolia’s administrative-territorial structure during the Qing Dynasty. An examination of the specifics of the implementation of the hoshun system in Mongolia reveals a gradual transformation of the socioeconomic structure of the nomadic pastoralist society. The organization of the system for governing the subjugated Mongol tribes took the form of the establishment of special Manchu administrative bodies. The most significant change in Mongolia’s territorial organization was the introduction of the system of banners – khoshun. These were military-administrative bodies that governed the Mongol tribes that had become vassals of the Manchus.
In addition to their administrative functions, the banners (hoshun) were granted the right to administer justice over the population under their jurisdiction. To understand the specific features of the administrative system in Mongolia, it is important to examine the stages of the formation of the khoshun (banner) system as a political institution of the Qing court. Research into the interrelationship between the Manchu league system and the Mongol khoshun system holds promise for a deeper understanding of the social nature of these systems within the Manchu state.
