Democratization of municipal government in 1917: the law of the Provisional Government in the municipal area

The article explores legislative formalization of city self-government democratization held by Provisional Government. The paper covered assessment of the Provisional Government’s municipal reform by his contemporaries and historians. In the article revealed the contradiction between reform and the practical needs of the population and the government itself.
