Party-state administration in the sphere of introduction of scientific achievements into oil economy in 1920–1930

On the basis of published and archival materials, the insufficiently studied problem of evolution of the party-state administration in the sphere of introduction of scientific and technical achievements into the oil industry in the 1920-30 was investigated. The characteristics of the state policy in the field of technical re-equipment of the oil industry were defined: Giving science a supporting role - serving production, express pragmatism, full government, high degree of centralization and directive, priority of development of sectoral science and extensive growth of its network. This contributed to the creation of its own powerful scientific base of the oil industry. And if in the 1920s for it was purchased, including through oil export, mainly imported equipment, then it was copied and produced mass, in the early 1930s there was a clear course on import substitution, the efficiency of which was to be ensured by a growing network of research institutes, laboratories, etc.
